About the Duggans
A commissioned Elder in the United Methodist Church, Levi began his career in the private sector working in corporate retail, training, and sales. His ministry experience has always included a special needs focus as it relates to trauma or disability.
He was a foster care recruiter and director for the Oklahoma United Methodist Circle of Care before becoming a local church pastor in 2020.
He was part of a group of parents who began a special needs ministry in 2019. In 2020 Levi and his wife, Marti, established the ABLE program at their first church appointment, partnering with local schools to provide work study opportunities in the local church.
Following this work, Levi pastored a special needs "church within a church" prior to planting Ceili (kay-lee) Community, an ability inclusive United Methodist Church in Southwest Oklahoma City.
Levi lives in the OKC metro with his wife Marti, a 20 year veteran of special education and school administration. They blended family of five children, including two through adoption. They are parents of a child with Down Syndrome, which has greatly impacted their worldview concerning ability.
Marti's extensive experience in special education and disability include teaching in severe & profound and mild/moderate special education classrooms, working in an adult group home, running an adult adaptive job training program, and serving as an IEP/504 compliance coordinator, in addition to her education administration duties. She has a Masters in Educational Leadership. She is a United Methodist Certified Lay Servant, Co-Chair of the Heartland District Leadership Committee, Chair of the Ceili Care board, former Chair of the Lazarus Community board, and a lover of plants and gardening!
